Recognizing that the stabilization of the state’s finances is key to resolving important issues to agriculture, the California Farm Bureau Federation Board of Directors adopted the following recommendations on statewide ballot measures as a step towards bringing financial stability to the state.

Proposition 1A – State Finance Establishes a cap on future spending, increases the amount set aside for the state’s rainy day fund and extends the temporary increases to the state income tax, vehicle license fund tax and sales tax as enacted by the State Legislature in budget negotiations.

Proposition 1B – Education Funding Provides $9.3 billion in funding to local school districts and community colleges in lieu of what may be owed under Prop 98 maintenance factors. Enactment of this measure is dependent on passage of Prop 1A.

Proposition 1C – Lottery Modernization Expands the lottery to allow the state to borrow $5 billion from future profits, while protecting existing funding levels for education currently provided by the lottery.

Proposition 1D – Services for Children Temporarily redirects $608 million in Prop 10 funds, the tobacco tax, to achieve budgetary savings while protecting certain health & human services programs for young children.

Proposition 1E – Mental Health Services Temporarily diverts $461 million in Prop 63 funds, the 1% personal income tax on millionaires, to achieve budgetary savings while protecting specified mental health programs for children.

Proposition 1F – Salary Freeze Prohibits pay raises for elected state officials, including the governor, state legislature and statewide constitutional officers in years when the state is running a deficit.
