CalRecycle Releases New SB 54 Resources, Including Clarity for On-Farm Packaging

Published Friday, October 16, 2026
CalRecycle has published new web resources to help entities implement the Plastic Pollution Prevention and Packaging Producer Responsibility Act (Senate Bill 54, Chapter 75, Statutes of 2022).
Of particular importance to farmers and ranchers: Under SB 54, an individual who grows or raises an agricultural commodity, harvests and packages it at the same site is excluded from the state law’s definition of “producer.” This exemption, outlined in Public Resources Code Section 42041(w)(4), provides clarity for agricultural operations that package their own products on-site.
CalRecycle also launched a webpage guiding local jurisdictions and recycling service providers seeking extensions or exemptions from collection requirements. A new database lists small, or de minimis, components excluded from the definition of “covered material.” CalRecycle’s advisory board will meet on Oct. 16 to discuss Circular Action Alliance’s implementation plan for SB 54. Farm Bureau will be in attendance for the meeting.
